PROBLEM TO BE SOLVED: To enable easily realizing impedance matching, when a surge-absorbing device is inserted into a part between transmission lines, restrain increase in capacitance, and enable prevention of distortion and attenuation of a signal propagating on the transmission lines. SOLUTION: This surge-absorbing device 10 consists of a central conductor 12, a housing conductor 13 arranged around the central conductor 12, and a nonlinear resistor 11 which is arranged in a part between the central conductor 12 and the housing conductor 13 so as to connect them. By arranging the nonlinear resistor 11 in the part between the central conductor 12 and the housing conductor 13, capacitance between both electrodes can be reduced. By setting properly the size and the like of the nonlinear resistor 11, its impedance when the surge absorbing device 10 is seen as a transmission line can be set as a proper magnitude, and distortions and attenuation of signals propagating on the transmission line can be prevented.
