PROBLEM TO BE SOLVED: To make automatically collectable charges according to use states of resources by devising automatic collection of the charges. SOLUTION: This system is constituted by providing a medium 10 for user to be owned by a user of the resources and to store digital money, a use state monitoring part 25 to monitor the use states of the resources and an automatic collecting part 23 of charges to collect the charges according to the use states of the resources monitored by the use state monitoring part 25 as the digital money from the medium 10 for user.
