PROBLEM TO BE SOLVED: To widen the electronic wave absorbing band of an electromagnetic wave absorber and to reduce the thickness of the absorber. SOLUTION: An electronic absorbing panel 10 is provided with insulating substrates 12, 13, and 14 which are arranged in parallel with each other and a resistance film 16 is formed on the whole surface of the substrate 12. In addition, a reflecting film 18 is formed on the whole surface of the substrate 14 and split conductor sections 64 are formed on the substrate 13. The conductor sections 64 are constituted by alternately forming a plurality of flat long conductive films 66 having a fixed thickness on both surfaces of the substrate 13 in such a way that the films 66 are arranged on the surfaces, with their lengthwise directions being oriented in a fixed direction (a second direction perpendicular to the plane of the figure) which is perpendicular to the arranging direction of the resistance film 16 and reflecting film 18, so that the films 66 adjoining to each other in the widthwise direction (a first direction perpendicular to the arranging direction of the resistance film 16 and reflecting film 18 and the second direction) may be arranged at intervals d.
