PROBLEM TO BE SOLVED: To easily form the entire inner surface of a cap body into a roughened surface, to surely seal a transmission window to the cap body, to prevent genera tion of stray light by the optical reflection of the inner surface of the cap body and to prevent the noise of a semiconductor laser device. SOLUTION: The cap body 10 whose inner surface is formed into the roughened surface is molded by press-working a metal plate whose one surface at least is formed into the roughened surface and also a light transmission hole 11 is formed at the top of the cap body 10. After metal plating to the cap body 10, a window body 12 for light transmission is sealed from the inner surface of the cap body 10 through low-melting glass 14 so as to close the light transmission hole 11.
