PROBLEM TO BE SOLVED: To provide a flat-plate laminated solid electrolyte capacitor, having superior high-frequency characteristics or particularly high withstand voltage and a high capacity, and to provide a method for manufacturing the same. SOLUTION: Cathode foils 2 and anode foils 1, having through-holes are laminated via a separator 3 to obtain a capacitor element. A support plate 11 having through-holes at least at one side of the element is disposed; 3,4- ethylenedioxythiophene monomer is heated with an oxidizer under a pressurized state between both the foils; the monomer is polymerized, re-conversion treated under a high temperature and high humidity conditions; and its moisture is removed to form a solid electrolyte layer.
