PROBLEM TO BE SOLVED: To eliminate the necessity for mounting an auxiliary battery separate from a high-voltage battery for controlling on-off of a semiconductor-switching element, in a load starter for a high-voltage battery having a structure wherein the voltage of the high-voltage battery is applied to the load by turning the semiconductor-switching element on. SOLUTION: A high-voltage battery is composed of a battery pack 10 that connects a plurality of unit cells 9 in series. When a manual switch 20 is turned on, the voltage of one unit cell 9 is applied to a light emitting diode 18 of a photovoltage coupler 17 to cause the light emitting diode 18 emit light. Thereby, a photodiode 19 generates an electromotive force to turn a transistor 13 on. Upon turning the transistor 13 on, a load 2 is started up as well as a power circuit 16 is stated up to step down the voltage of the battery pack 10 and to output a low voltage. As a movable contact c of a relay 21 is switched to a normally-open fixed contact a from a normally-closed fixed contact b, the light emitting diode 18 of the photovoltage coupler 17 obtains power from the power circuit 16 and holds the transistor 13 in an on-state.
