PROBLEM TO BE SOLVED: To provide the reliable and convenient system and server of an electronic notice for circulation. SOLUTION: When a master file is edited by addition, correction, and deletion at one of circulation member terminals 12 to 17, the terminal sends the edited details to the control server 11. When the circulation of the edited details sent from the terminal is approved, the control server 11 sends circular information which is created, based on the edited details to the circulation member terminals 12 to 17 according to specific circulating order. When the circulation of the edited details being sent from the terminal is not approved, the circulation is stopped, and at the same time the stop of circulation to the terminal is notified.
