PROBLEM TO BE SOLVED: To provide an image display device having high luminance and high efficiency, and its manufacturing method and device. SOLUTION: In the image display device such as a plasma display panel, plural cell structures are formed in the fluorescent substance layer and they are converted into visible light by being excited by ultraviolet rays generated by discharging. In this device, the surface of the fluorescent substance layer of at least one color or more is made an uneven shape or a stair shape, or a pin shape material made of whiskers or the like is contained in the fluorescent substance layer of at least one color or more and a minute unevenness is formed on the fluorescent layer surface.
