PROBLEM TO BE SOLVED: To provide an individual authenticating system by which individual authentication by matching a template as individual authentication data with sampling information inputted by users can be easily performed by different devices. SOLUTION: A service provider (SP), a user device (UD) or the like which performs individual authentication obtains a template from an individual identification certificate (IDC) formed by an individual authentication agency (IDA)and performs individual authentication. The IDA performs individual confirmation of an IDC issuance demander, obtains a template as individual identification data and forms an IDC in which the template information is stored. The IDA distributes IDC's to which electronic signatures are added by the individual authentication agency to the SP and the UD.
