PROBLEM TO BE SOLVED: To provide a digital down converter in which power consumption can be reduced, and a receiver. SOLUTION: In the digital down converter converting the frequency of a received signal received by a radio reception means and sampled in radio frequency or intermediate frequency into detecting frequency for detection processing, a first mixer 201 converts the frequency of the received signal into a first IF frequency. A second mixer 205 converts the signal of the first IF frequency converted by the first mixer 201 into a signal of a second IF frequency as frequency for detection, and changes the signal into a complex number.
