PROBLEM TO BE SOLVED: To provide a turning device which improves the starting characteristic and reduces noise by shortening the starting time when a rotating body is rotated, an optical deflector and an image forming device having this optical deflector. SOLUTION: This optical deflector has a plurality of coils 13 which are disposed on a plane of a coil holding member 12, a rotor 15 which is disposed facing the plane of the coils and has a polygon mirror 17, and a magnet 22 which is fixed to a rotor surface 18c which faces the coils of the rotor. A gap between the surface of the rotor and the plane of the coils facing the surface of the rotor is constituted approximately constant at any position of the surface of the rotor to the plane of the coils. A commutation member 27 is disposed in the coils 13, and filler is filled into air-cores 13a and gaps 13b of the coils 13. |
