PROBLEM TO BE SOLVED: To perform both interleaving and deinterleaving through one and the same constitution that is of small circuit scale and simple. SOLUTION: The interleaver 100 in an element decoder is provided with a control circuit 400 that generates writing address data IWA and address data IAA. To perform interleaving, the control circuit 400 uses writing address data IWA to write data into storage circuits 407 and further uses reading address data ADA read from an address storage circuit 110 in correspondence with address data IAA to read data from the storage circuits 407. To perform deinterleaving, the control circuit 400 uses reading address data ADA to write data into the storage circuits 407 and further uses writing address data IWA to read data from the storage circuits 407.
