PROBLEM TO BE SOLVED: To provide a cost settlement system capable of performing cost settlement by using a portable telephone without carrying cash. SOLUTION: The cost settlement system is constituted so that a data generator 2 receives judgment of propriety of the settlement in a judging part 3 by transmitting predetermined identification code data to a settlement device 3 by inputting the identification code data in the data generator 2 installed in an automatic vending machine or a cash register from the cellular telephone 1, a data generating part 2b of the data generator 2 generates claim data based on commercial transaction information of the commercial transaction performed when judgment result data which can be settled is returned and a settlement processing part 3c of the settlement device 3 executes a prescribed settlement processing based on the claim data.
