PROBLEM TO BE SOLVED: To easily establish a communication connection without depending on network constitution between an ECU for constituting a network and an out-of-network device on the outside of the network. SOLUTION: A GW-ECU 34 for relaying the data of the ECUs 31-33 and the out-of-network device 5 is constituted so as to store the addresses of a first kind capable of specifying the respective ECUs 31-33, and to report the address to the out-of-network device 5 for the request of the communication connection with the out-of-network device 5. The out-of-network device 5 is constituted so as to establish the communication connection with the GW-ECU 34 by the specification of the address of a second kind different from the above- mentioned address, and to establish the communication connection between the ECUs 31-33 and the GW-ECU 34 by the specification of the address of the first kind by including the address of the first kind in a data frame.
