PURPOSE: A method of generating background images at jammed crossroads is provided to create the background images only when there is no vehicle or vehicles are moving at the crossroads. CONSTITUTION: Four directions of crossroads are divided into eight regions according to vehicle movement directions and a scene difference technique is applied to each region. A scene difference of each region is obtained on the basis of an image inputted in each of the moving directions. A work of calculating accumulation or frequency by pixel positions for each region where there is no vehicle or vehicle are moving is repeated for a predetermined period of time. An initial background is generated on the basis of the calculated accumulation/frequency. A vehicle is detected through a difference between the initial background and the background of an input image. The final background is generated by calculating accumulation/frequency by the pixel positions.
