PROBLEM TO BE SOLVED: To provide an apparatus and method of image coding capable of processing of coding at low cost in real time with an asynchronous and independent controlling of a typical prediction decision processing and of a flexible arithmetic coding processing in a JBIG coding processing via line memories. SOLUTION: In the apparatus, a memory line control part 203 and a memory access control part 204 control to perform asynchronously and separately a decision processing and a coding processing by a TP decision part 201 which reads image data stored in a line memory 205 storing inputted image data and performs the typical prediction decision processing in the JBIG coding processing to the inputted image data, and an adaptive arithmetic coding part 206 which reads the image data stored in the memories 205 and performs the flexible arithmetic coding processing.
