PROBLEM TO BE SOLVED: To facilitate sure PBC setting in a data network. SOLUTION: One or plural commands are generated to one or plural inputs of a CPIO system (203). In the command, a first output (108A) of the CPIO system which is relative to a first input out of inputs of the GPIO system generates a control signal to a latch (204), related to a PBC (110). Also in the command, a second output (108N) of the GPIO system which is relative to a second input out of inputs of the GPIO system generates a clock signal to the latch (204) relating to the PBC (110) subjected to address designation by a received command. When the control signal is made to agree with the clock signal by changing the state of the PBC (110), the state of the PBC is set by the received control signal.
