PROBLEM TO BE SOLVED: To provide a transmitter which switches a circuit to another circuit, according to the connected forms of the circuits. SOLUTION: The transmitter which has a function of switching a circuit constituted redundantly of a working circuit and a protection circuit, when a fault occurs on a transmission line is provided with a cross connection classifying means, which classifies cross connections into relevant cross connection types by inputting cross connection information by each channel, a communicating means which collects the cross connection type of an added or dropped transmitter with respect to the individual channels, and connected form classifying means which prepares a table, by classifying connected forms into relevant connected forms based on the cross connection types at every channel. The transmitter is also provided with a fault informing means which transmits fault information including the node information of its own station, a fault- occurring spot discriminating means which discriminates the occurring spot of a fault, based on received fault information, and a switching control means which switches circuits, based on the fault occurring spot discriminated by means of the discriminating means and the table.
