PROBLEM TO BE SOLVED: To overcome such a problem that erroneous recognition tends to occur when multiple pixels exist, which are close in value concerning a telop pattern and an input picture, or when a plurality of patterns exist, which are similar to a telop pattern to be recognized in form in a conventional telop pattern recognizing unit. SOLUTION: The apparatus is provided with a picture input means for inputting picture, a recognition dictionary for storing a standard pattern to be recognized and pixel information which indicates the attribute of each pixel in the standard pattern and a pattern recognizing means for recognizing the telop pattern in the input picture by referring to the recognition dictionary. The pattern recognizing means divides the standard pattern into a plurality of areas based on the attribute value of pixel information, calculates a plurality of difference degrees by performing a matching at every division area and decides a recognition result by the plurality of difference degrees.
