PROBLEM TO BE SOLVED: To provide a vehicle position detecting device detecting the position of a vehicle and grasping a situation in the vehicle. SOLUTION: In the vehicle position detecting device, radio communication is performed between a portable telephone set 11 arranged on a vehicle-side and a portable telephone set 21 installed in a place apart from the vehicle. Position information of the vehicle, which a GPS unit 12 outputs, and video information in the vehicle, which is photographed by a camera 15, are radio- transmitted to the place apart from the vehicle. When the vehicle is moved without the permission of a regular possessor, the position of the vehicle and the situation in the vehicle can be grasped in the place apart from the vehicle and a proper corresponding measure can be given.
