PROBLEM TO BE SOLVED: To provide an encoding controller and controlling method realizing an encoded image transmission using the transmission band efficiently by enhancing the accuracy of encoding control and minimizing the margin of a target generated information quantity. SOLUTION: A frame unit quantization control section 111 determines quantization characteristics being used in a current image frame based on the generated information quantity of the preceding image frame. A block unit generated information quantity calculating section 112 calculates generated information quantity per block from generated information quantity accumulated up to the current time point for the current image frame. A maximum allowable information quantity calculating section 114 calculates maximum allowable information quantity per block every time when one block in the current image frame is encoded. A comparing section 113 compares generated information quantity per block with a maximum allowable information quantity every time when one block in the current image frame is encoded. Based on the comparison results, a block unit quantization control section 115 determines quantization characteristics of next block within a predetermined range around quantization characteristics determined at the frame unit quantization control section 111. |
