PROBLEM TO BE SOLVED: To provide a utilization environment which is comfortable for users by relieving congestions, when entering/leaving a parking lot. SOLUTION: When a vehicle 1 enters the parking lot, the ID information of this vehicle 1 is recognized, and entering time is stored. When the vehicle 1 leaves the parking lot, the ID information of this vehicle 1 is recognized and leaving time is stored. The utilization time of the parking lot by this vehicle 1 and utilization charges, based on the utilization time are calculated from the entering time and the leaving time for the vehicle having the same ID information, and these utilization charges are withdrawan and collected from the account of the user specified from the ID information.
