PROBLEM TO BE SOLVED: To provide a recording and reproducing device which is capable of rapidly carrying out recording and reproducing in the next turning on of a power source and inserting of a disk by previously moving an optical head to an inner peripheral side in turning off of the power source or taking out of the disk. SOLUTION: This device has the optical head recording and/or reproducing arbitrary data by irradiating the optical disk with a laser, a driving means for driving the optical head in the radial direction of the optical disk and a sensor for detecting that the optical head exists on the innermost periphery. The driving means drives the optical head to the inner peripheral side when the power source of the device is turned off or the disk is taken out.
