PROBLEM TO BE SOLVED: To perform charging processing for the charge for the use of a base station to be paid to the owner of the base station, when the installation of a private radio base station by the base station owner and a connection with a communication network are allowed in a state where the extension of a radio base station by a communication provider cannot be expected. SOLUTION: The communication rate charging system is equipped with the radio base station which is connected to an arbitrary radio terminal via a radio line, the connection network which has a communication with the radio terminal via the radio base station, and an authenticating and charging device which performs authentication for the connection with the communication network, by using an identification sent from the radio terminal and computes the line use charge, when the radio terminal connects to the communication network through the radio base station, and is further equipped with a base station charging device, which calculates the charge for the use of the base station regarding the user of the private radio base station, when the private radio base station that a person other than the communication provider, having the radio base station and communication network has is connected to the communication network and the radio terminal is connected to the communication network via the private radio base station.
