PROBLEM TO BE SOLVED: To provide a disk formatting device with which the processing time for formatting a disk can be shortened while making the unusable area of the disk manageable with a file system. SOLUTION: When the disk is to be formatted, a file system corresponding to a logical format is recorded on the prescribed place of the disk. The file system is recorded on the disk on the assumption that the unusable area which is recognized as unusable is not present on the disk. As a result, this device attains high speed formatting of the disk without detecting packets in the unusable area. When a defective packet is detected later, the device makes the defective packet an unusable area and rewrites the file system managing the area to make the system a file system conforming to an actual situation.
