<p>PROBLEM TO BE SOLVED: To suppress deterioration in compression performance in an image encoding system for encoding/transmitting an area of interest preferentially when a bit plane is encoded. SOLUTION: When a plurality of bit planes comprising binary symbols based on multivalued data are generated and encoded, a specified area of the multivalued data is set and data included in the specified area is subjected to bit shift by a specified amount. Any one binary symbol in the specified area or on the outside of the specified area is specified as a prevailing symbol and encoding is performed based on the specification results.</p> |
