PROBLEM TO BE SOLVED: To provide a variable length coder and decoder which can decode many variable length codes within a certain time. SOLUTION: A first bit stream segmenting unit 102 takes out the first bit row, and a first bit length deciding unit 103 detects the first code word, A first decoder 104 produces the first level, a second bit stream segmenting unit 106 takes out the second bit row, and a second bit length judger 107 detects the second code word. A second decoder 108 produces the second run and the second level, and a fist inverse quantizer 120 quantizes the first level. A second inverse quantizer 121 inversely quantizes the second level, a second buffer controller 122 writes the first buffer address and DCT coefficients, and a first buffer controller 118 writes the DCT coefficients.
