PROBLEM TO BE SOLVED: To provide a communication apparatus monitoring and controlling method and an association refresh system by which the inoperable period of monitoring or controlling the communication apparatus by an operation system can be reduced. SOLUTION: The operation system 1 establishes two connections: a soft route 21 by which communication is performed with the communication apparatus 2 by using TCP/IP, and a hard route 22 by which communication is performed without using TCP/IP. The operation system 1 recognizes the disconnection of the soft route 21 between the communication apparatus 2 and the operation system 1 by a message transmitted from the hard route 22.
