PROBLEM TO BE SOLVED: To reduce the scale of a circuit in an interleaver used in repetitive decoding by avoiding performing address conversion when data is read from storage circuits. SOLUTION: The interleaver 100 in an element decoder is provided with a plurality of storage circuits 407 for storing data, and further includes a control circuit 400 that generates address data for writing data into the storage circuits 407 and address data for reading data from the storage circuits 407. To perform interleaving wherein a plurality of symbols are inputted and a plurality of symbols are outputted, the control circuit 400 provides the address of the target of substitution in the form of combination of input symbol information and information on time slot for each symbol.
