PROBLEM TO BE SOLVED: To enable suitable coping with and management in matching with tariff payment or utilization state from a connection provider. SOLUTION: A user information forming unit 12 forms user information, including a nonpayment state of a tariff from non-payment information of a portable telephone. A specific user coping unit 14 divides periods behind payment from the user information, extracts a specific user, and conducts a demand and/or a functional limit by mailing, in response to the nonpayment periods for the portable telephone of the specific user. The copying unit 14 also extracts the user, who has paid the tariff from the user information as a proper specified user, and informs a provision of a benefit of the telephone of the proper specied user by mail.
