The present invention relates to a method and system of diminishing and transforming moving picture data based upon vector graphic for processing effectively them using wireless terminals. The method of processing moving picture based upon vector graphic of the present invention receives a moving picture based upon vector graphic and detects transform information from header of the moving picture. Then, it performs at least one transformation between the off-line transformation for wireless delivery and on-line transformation for the moving picture in accordance with kinds of the wireless terminals. The off-line transformation is for transmitting data through the wireless network and for playing the moving picture effectively. The on-line transformation is for transforming the moving picture in accordance with kinds of the wireless terminals.
