PURPOSE: To provide a switch control system for a packet switching device where the operation of a switch core section is not in interlocking with decision contents of an arbiter section and the entire switch is configured with a simple control structure. CONSTITUTION: The arbiter section providing an output permission performs output destination adjustment processing (step A2) that gives output permission to an output port to an input buffer section in a way of no duplication and open port adjustment processing (step A3) where an idle output port not shared by any input buffer section is assigned to the idle input buffer section not acquiring output permission. The input buffer section to which the output port is assigned by the output destination adjustment processing outputs a packet whose destination is the output port and the input buffer section whose output port is assigned by the open port adjustment processing generates and outputs a dummy packet whose destination is the output port.
