PURPOSE: A variable optical attenuator and an attenuating method using the same are provided to control intensity by varying applied voltage. CONSTITUTION: A dual optical collimator is used for inserting an input optical fiber and an output optical fiber to one lens in parallel. A reflective body(30) is formed at a position corresponding to the position of the dual optical collimator. The reflective body(30) is used for reflecting the light transmitted from the input optical fiber of the dual optical collimator and providing the reflected light to the output optical fiber of the dual optical collimator. An actuator is used for tilting the reflective body(30) proportionally to an applied voltage. The actuator is connected with a lower end portion of the dual optical collimator and a reflective side of the reflective body(30). The actuator is formed with a PZT bender actuator or a PZT tilt actuator.
