PROBLEM TO BE SOLVED: To provide a method for manufacturing a diffractive optical element and the diffractive optical element which can respond to changes in the environment surrounding the element and improve the durability of the performance, and to provide an optical system having the above diffractive optical element and a photographing device and an observation device having the optical system. SOLUTION: In the method for manufacturing a diffractive optical element and in the diffractive element by laminating at least two diffraction gratings, the space between the laminated diffraction gratings is tightly sealed to constitute the diffractive optical element.
