PROBLEM TO BE SOLVED: To reduce losses caused by the falsification of a homepage due to an illegal access to a server and to reduce the premium of network security insurance. SOLUTION: A homepage monitoring device 4 accesses the server 1 a preset number of times (time/month) to check whether or not a homepage has been falsified. When detecting a falsification the monitoring device 4 reports it to the manager or the like of the server 1. The manager or the like operates a disconnection device 11 to shut out the homepage. A security level diagnosing device 5 diagnoses the security level of the server 1 at a preset frequency of diagnoses. A premium calculating device 31 calculates the premium of the network security insurance on the basis of the number of times of homepage monitoring (time/month) and the frequency of diagnosis of the security level.
