PROBLEM TO BE SOLVED: To provide a circuit generating device for contributing to reduction of LSI circuit area by reducing the number of circuit elements and shortening of an LSI designing period, a circuit forming method and a CAD designing device for circuit formation. SOLUTION: This circuit forming device is provided with an input file 101, a detection means 102 for a sharable circuit element assembly, a selection means 103 for the shared circuit element assembly, a conversion means 104 for converting shared circuit element assembly into a sharing circuit, a recording file 105 for shared circuit description information, a logic composition means 106, and an output file 107. When a plurality of circuit elements of the same specifications are used as for a circuit element with large operating speed for operating speed of a circuit incorporated with the circuit element, processing for the plurality of circuit elements is replaced by the sharing circuit, without having the designer redesign circuit design information, and the sharing circuit can be shared by time division.
