PROBLEM TO BE SOLVED: To provide a method capable of controlling expenses so that the expenses are determined most effectively, by taking the step of having each use of expenses approved beforehand by the chief director of a department. SOLUTION: The method for preliminary managing expenses by use of a computer capable of authorizing an applicant who applies for the use of the expenses and a manager who approves the use of the expenses includes at least the step of letting the applicant make an application in advance by inputting application data including at least the purpose of using the expenses and the sum of money to be used, the step of letting the manager give approval beforehand by inputting data for electronic approval of the application data, and the step of letting the applicant settle the expenses afterward by inputting a report about the expenses used as settlement data. The settlement data is associated with the application data.
