PROBLEM TO BE SOLVED: To provide a information collecting and providing method/system which can collect the latest personal information while respecting the personal privacy and can provide the optimum information to the relevant private person on the basis of those collected personal information. SOLUTION: In this information collecting and providing system, an information management center 2 is connected to the member clients 6 and 8 who receive information and also to the information providing clients 10 and 12 who provide various information on the basis of the personal information on both clients 6 and 8 through a communication network 4. When the center 2 collects the personal information, the clients 6 and 8 decide propriety of using their personal information. Then the incentives are paid to the clients 6 and 8 when they permit the use of their personal information.
