PROBLEM TO BE SOLVED: To provide an electrostatic latent image developing toner produced by the so-called polymerization method, having a small particle size, which suppresses generation of odor during thermal fixing and will not cause problems of odors and which is superior in fixing property, and to provide a method for manufacturing the toner, a method for forming images and a device for image formation. SOLUTION: The electrostatic latent image developing toner is obtained by preparing resin particles through polymerization of a radical polymerizable monomer composition, containing a chain transfer agent expressed by general formula (1) in a water-based medium and then salting out/melting the resin particles in a water-based medium.
