PROBLEM TO BE SOLVED: To set shape and working conditions without causing delay destruction in a member using high strength steel or the like with tensile strength exceeding 1000 MPa. SOLUTION: The shape and working stress condition of the member are determined to have Weibull stress or less under the condition that the critical diffusible hydrogen quantity is larger than the invasive diffusible hydrogen quantity invading steel during the use of the member.
