PROBLEM TO BE SOLVED: To provide an optical element or the like capable of taking out light in a desired direction by largely changing the advancing direction of incident light without increasing the size and cost of the element. SOLUTION: In the optical element 10 which uses a photonic crystal whose refractive index is cyclically changed as its material, an angle which is formed by a first end surface 11 and a second end surface 12 is decided so as to exit from the second end surface 12 to the desired direction light having a specific wavelength which is made incident on the first end surface 11 at a fixed incident angle.
