PROBLEM TO BE SOLVED: To accurately limit a stroke state of an internal combustion engine at the time of an actual stop to realize early initial explosion in start-up. SOLUTION: Except the case of a maximum potential energy phase and a lacked-tooth phase of a signal rotor (in the case of 'NO' at S171), a phase wherein a pulse output interval of an NE signal becomes longer than the former and later phases first is detected as a reverse crank angle (S172, S174, S176, S178), and a stroke state variable N is decided (S173, S175, S177, S179). Based on the stroke state variable N, it can be decided that the engine stops in a crank angle region corresponding to the reverse crank angle or in a region just before the region to accurately limit the two regions among four crank angle regions in which the four-cylinder engine can be. Thereby, a stroke can be accurately decided as compared to before in the start-up to hasten the initial explosion in the start-up.
