PROBLEM TO BE SOLVED: To provide a method for generating ammonia by a catalytic hydrolysis of urea and a method for treating an exhaust gas. SOLUTION: Ammonia generation and exhaust gas treatment can be carried out by providing a boiler 11 burning a fuel, a decomposition reactor 17 which is provided in a flue 14 connected to a rear flue 13 arranged with a group of heat exchangers such as an economizer 12 in the boiler 11 to produce ammonia (NH3) by spraying an alkali-added urea solution through a feeding nozzle 16 or the like and catalytically hydrolyzing, and a denitration device 19 which is provided in the flue 14 and decomposes nitrogen oxides in the exhaust gas 18.
