PROBLEM TO BE SOLVED: To provide a controller for a waterwheel generator facility, which is inexpensive and has a simple overall constitution. SOLUTION: The waterwheel generator facility, for total control operation over the facility, comprises a main CPU 1 installed on the ground floor, a remote I/O 2 connected to the main CPU 1 and installed on the ground floor for controlling the control equipment installed on the ground floor, including a generator exciter 3 and generator breaker 4, the remote I/O 2, and a remote I/O 5 installed on the underground floor for controlling the control equipment installed on the underground floor. The water generator facility is also provided with a remote I/O power source cable for supplying the power to the underground-installed remote I/O, the power source cable being lied along the route of a control cable lied between the ground floor and the underground, wherein an abnormal situation is detected upon breaking of the remote I/O power source cable, and a prescribed breaking operation is made.
