PROBLEM TO BE SOLVED: To provide a coating liquid for forming transparent electroconductive layer, containing noble metal-coated silver microparticles, prevented from microparticle flocculation as a cause of film defects even if preserved for a long period, and capable of producing transparent electroconductive bases having various characteristics including good electroconductivity, low reflectance and weatherability and chemical resistance. SOLUTION: This coating liquid for forming transparent electroconductive layer is characterized by consisting mainly of a polymeric resin, a solvent and noble metal-coated silver microparticles 1-100 nm in average size coated with gold or platinum simple substance or gold-platinum composite and containing 5-95 wt.% of gold and/or platinum; wherein the polymeric resin is e.g. polyvinyl alcohol, polyvinyl butyral, and the weight ratio of the noble metal-coated silver microparticles to the polymeric resin is 5-500.
