PROBLEM TO BE SOLVED: To provide a method to generate hydrogen in high hydrogenation efficiency by using a hydrogenation catalyst which eliminates disadvantages of a hydrogen storage alloy. SOLUTION: This hydrogen generation method comprises catalytically cracking an alkaline aqueous solution of a metal-hydrogen complex compound using a plated nickel or its alloy as a catalyst. The catalyst is prepared by fluorinating nickel or its alloy with a fluorinating agent aqueous solution and then adding an electroless plating agent comprising a metal having hydrogen generation catalytic activity to the fluorinating agent aqueous solution to plate the fluorinated nickel or alloy.
