PROBLEM TO BE SOLVED: To provide steel for soft-nitriding having excellent cold forgeability and fatigue strength. SOLUTION: This high strength steel for soft-nitriding having excellent cold forgeability has a composition containing alloy elements of, by mass, <=0.01% C, 0.01 to 1.5% Si, 0.15 to 2% Mn and 0.5 to 2% Cu, in which the content of N is limited to <0.005%, and the balance Fe with inevitable impurity elements, in which hardness as hot-rolled or hot-forged is controlled to <=150 Hv. If required, the steel may further contain 0.5 to 2% Ni, moreover contain one or more kinds selected from 0.1 to 2% Cr, 0.05 to 0.5% Al, 0.005 to 0.5% Ti, 0.005 to 0.5% Nb and 0.05 to 0.5% V and contain one or more kinds selected from 0.03 to 0.1% S and 0.005 to 0.3% Pb as well.
