PROBLEM TO BE SOLVED: To provide a sheet carrying device and an image forming device causing no paper jam even when stiffness of a sheet is low, causing no paper jam of the sheet even when carrying force reduces a little since a carrier roller is abraded by endurance and superior in sheet carrying performance. SOLUTION: This sheet carrying device is provided with a feed roller 4 for feeding the sheet S, the carrier roller 6 arranged on the sheet carrying directional downstream side more than the feed roller 4 and carrying the sheet S and a shutter member 10 arranged in the vicinity of the carrier roller 6 and rockable to a first attitude for locking the sheet tip and a second attitude capable of passing the sheet, and is constituted so that the shutter member 10 rocks to the first attitude and the second attitude according to feeding operation of the feed roller 4.
