PROBLEM TO BE SOLVED: To provide a safe pneumatic tire-rim assembly which achieves easy manufacturing and mounting, stabilizes the shape of a tire during normal running, and allows a vehicle to continuously run for a certain distance even on a flat tire, without impairing the low fuel consumption performance. SOLUTION: This safe pneumatic tire-rim assembly is constituted such that a tube 5 made of an elastic body is enclosed in close contact with the inner wall of a tire and rim and is provided with a partition connecting the top face and the bottom face of the inner wall of the tube 5 so that each of air chambers 5A and 5B separated by the partition can be independently filled in with a gas, or such that plural tubes made of an elastic body are enclosed in close contact with the inner wall of the tire and rim so that each of the tubes can constitute the air chamber 5A or 5B to be independently filled in with a gas.
