PROBLEM TO BE SOLVED: To provide a floor heater ensuring comfortable floor heating regardless of the fact that some other room heater is used or not used. SOLUTION: The floor heater comprises a room temperature sensor 7 for sensing the temperature in a room provided with a floor heating panel, a floor temperature sensor 8 for sensing the floor temperature of the floor heating panel, means 12 for setting a target room temperature, means 13 for setting a target floor temperature, means 10 for controlling a heating means to sustain the room temperature in the vicinity of the target level, means 11 for controlling a heating means to sustain the floor temperature in the vicinity of the target level, and means 14 for selecting any one of control through the room temperature control means 10 or control through the floor temperature control means 11.
